As Chief Information Officer and Assistant Vice Chancellor, Shannon Burgin is responsible for the administration and coordination of technology and the office of Information Technology Services.  Service areas include academic computing; server administration; administrative computing; application development; training and faculty development; instructional technology; technology consulting; information and network security; data, voice, and video networks; computer installation, upgrades, service, and support; helpdesk support for faculty, staff, and students on and off campus; computer hardware, software ,and accessory configuration and acquisition; digital printing and services. These services are in place to provide a flexible infrastructure to meet the rapidly changing needs for instruction, student access and success, all types of learning anywhere and anytime, research, and administrative functions.


The Chief Information Officer provides the leadership in technology planning. She bridges the gap between the university and campus strategic plans and the technology strategic and budget plans. She strives to create an environment in Information Technology Services where each individual works at a capacity greater than their potential by working as a cohesive team heading toward the same goals. The technology team is seeking to provide excellent services, make a difference in the way on-campus and distance education students learn, respond proactively and positively to change, and provide a stable, reliable, state-of-the-art, comprehensive technology infrastructure.


Ms. Burgin began at UT Martin in 1978 as a programmer/analyst under a Title III Grant following her work as a programmer/analyst with Square D Company in Peru, IN. Her career developed into a Senior Systems Analyst and Project Manager. In 1994, she began as the Assistant Director responsible for Application Development. In 1997, she was the project director responsible for the implementation of the Banner Student Information System, which was completed in 1999 and has provided the University of Tennessee at Martin with cost savings and new functionality that would not have otherwise been possible. In 2003, as Director, she provided leadership in attaining a grant for the development of a portal system with a focus on improving access and functionality to resources for students, including a single sign on and customizable framework. Other accomplishments include providing leadership in the implementation of Exchange for students, faculty, and staff, ASP hosting of Blackboard, and tablet computers for full-time faculty.


Ms. Burgin graduated from Purdue University in 1977 with a Bachelor of Science in Computer Science, Systems Programming. In 1995, she received her Masters in Business Administration from the University of Tennessee at Martin. She continues to develop her knowledge and skills through collaboration and technology leadership development with colleagues belonging to Educause and across the state. She teaches Introductory Computer Science as an adjunct faculty member in the Department of Computer Science and Information Systems. She teaches several levels of Microsoft Office to west Tennessee area business and organizations through the Office of Extended Campus and Online Studies. She assists with teaching a Sunday School class for over 30 aging adults at Martin Health Care on a weekly basis. She chairs the Web Site Task Force and Academic Computing Advisory Committee. She serves on the Sungard SCT Banner Documentation Advisory Board, UT Information Technology Security Committee, the UT System Web Site Task Force, the UT Martin Academic Leadership Council, Registration Committee, and various other committees.  She is a past President of Phi Kappa Phi and LEAD Academy Mentor. She served on the Educause Ryland Fellowship Committee and the Information Resources Committee.
