Meeting was called to order at 3:15. Minutes of the previous meeting were approved as distributed. A mail ballot in August resulted in approval of graduate faculty status for Pat Brooks, Lou Ann Carden, Don DeMoulin, Amy Johnson, and Robin Powers.

School reports for Bus Admin, Education, and Human Environ Sciences were presented.

CURRICULAR REQUESTS

BUSINESS ADMINISTRATION
Motion to approve

1. Revision of program requirements regarding comprehensive exam.

NOTE: in lines 4-5 the words "not repeat Management 790. They will" were deleted; in line 6 the words "concerning a student failing his/her" was changed to "regarding repeating the"; in line 7 "should" was replaced with "must".

2. Revision of program requirements for MAc

3. Revision of course desc for Mgt 790 Strategic Mgt and Bus Policy (3)

Motion passed.


Motion to approve

4. Addition of Bus Adm 710 International Study (3) NOTE: in line 1 add the words "travel study" between A and course; at the end of line 2 change "international" to "these"; in line 3 change "business operates, and way" to "businesses operate, and ways"; in lines 5-6 delete "This course involves international travel and may not be repeated for credit."

Motion passed.


GRADUATE FACULTY APPLICATIONS

Adjunct graduate faculty status was approved for Ann Harmon and Sandee Snead.


OTHER

  1. Subcommittee on graduate faculty status conditions--Field announced the need for graduate faculty applications to be in the proper format when submitted for approval.
  2. International students and admission requirements--The Council concurred with Jones' interpretation that international applicants do not have to supply anything more than American applicants do for Transient status or Seniors taking Graduate Work; i.e. TOEFL scores will not be required.
  3. Reinstatement of Conditional students who have been suspended--Consensus of the Council was that these students can apply for any degree program or major within a program except for the one they were suspended from.
  4. Cumulative GPA for second Master's degree--Kendall-Melton moved that the cumulative GPA begin over at the point of matriculation to the second degree program; motion passed.
  5. Minimum experience for graduate faculty status--There was no objection to Jones' interpretation that the minimum of one year of teaching/research experience must be in a full-time appointment.
  6. Repeating courses--Jones described a situation in which a student was able to repeat a graduate course, without the proper approval, because controls have been circumvented with telephone and on-line registration. Kendall-Melton recommended that a subcommittee be formed to look at safety and quality standards for advising and registration activities. Jones will check with the Computer Center to see if these controls for registration can be implemented with the installation of the new Banner computer system.
  7. Effective date for Counseling elective--Kendall-Melton moved to change the effective date of the previously approved revision of program requirements for Counseling from Spring 1997 to Fall 1997; motion passed.
  8. Annual graduation report--The 96-97 graduation report was presented as an informational item.
  9. Graduate program review--Kendall-Melton reported that the MSED with major in Teaching was okayed by THEC. She also reported there will be a NCATE review of Education in December. The SOE is reviewing the Counseling program and requests to revise the program will be submitted for approval.
  10. Non standard format courses--One of the minimal criteria for standard format courses is that there are at least two hours of student preparation time available for each contact hour during the concentrated instruction period. The Council confirmed Jones' interpretation that if there isn't time for two hours preparation per contact hour a request for approval of non-standard format must be submitted.
  11. Internet and on-line courses--Kendall-Melton asked that this be addressed at the next meeting by forming a subcommittee.
