Instructors
Lori Bullard- Major Bullard has taught for the past 7 years and received outstanding critiques from attendees. Lori Bullard is a 22-year veteran of the Memphis Police Department. She received a Bachelor of Arts in English (cum laude) with a concentration in American Literature and a minor in Criminal Justice from the University of Memphis. She has Master's degree in Education from Union University.
Lori Bullard was assigned to the MPD Training Academy from 1996-2003. She has served as primary instructor for recruit and regional classes, In-Service Training for veteran officers, and specialized schools. Her past duties are as a supervisor over the FTO program, In-Service Training, Remedial Training, POST compliance, Police Service Technicians, and Specialized Schools. Prior assignments are in Metro Narcotics, Patrol, Felony Response, Robbery, and participated in the pilot program for the community-policing unit.
She is a certified police instructor and with others has been responsible for developing many instructors at the MPD as well as those who have attended the program through other venues. Lt. Bullard is a member of the Tennessee Chapter of the National Association of Field Training Officers, and serves as a board member for the West Tennessee.
Dennis Mays has commanded the Patrol Division and the Special Operations Units of the Jackson Police Department since 1998, after commanding the Criminal Investigation Division for seven years. He also serves as the Department's Aviation Unit Commander, Critical Incident Commander, liaison advisor. He received a Bachelor Degree in Criminal Justice from the University of Tennessee, his law degree from University of Memphis, is licensed to practice law and is recognized by the courts as an expert on police procedures. Commander Mays has received specialized training from the FBI, DEA and IRS and others in death investigations, counterterrorism, narcotics investigations and aviation operations and safety. He's been trained in dignitary protection by both the U.S. Secret Service and State Departments.
Jimmie V. Leach is a 20-year law enforcement professional who has served as a police officer, state trooper, Special Agent and Special Agent in Charge with the Tennessee Bureau of Investigation and educational background includes a B.S. in Criminal Justice from the FBI National Academy, the Federal Law Enforcement Training Center and the Tennessee Government Executive Institute. During his career, Mr. Leach received many awards and commendations from federal law enforcement agencies as well as local police organizations and prosecutors. He is also the vice-president of Training Services Group, Inc., a Jackson, TN based company specializing in training for law enforcement agencies and private industry.

IPD is capable of providing training for your agency. We can develop a P.O.S.T. certified In-Service class or specialized training in many areas. In effect, if you have a training need we can research, design, and develop a training response to your need.
All of our scheduled course tuition charges are designed to cover our actual costs and provide the consumer with the highest quality training at a reasonable cost. The tuition fees shown on our scheduled listing of courses does not necessarily relate to the contract cost for any training you might choose. It is quite possible for an agency or organization to contract for a training course with IPD and then share the costs with other agencies. Our contract training brings the same expert instructors who teach IPD tuition based courses to your agency.
