The “UTM Summary Guidelines for Affirmative Measures for Recruiting and Hiring of Full-Time and Part-Time Faculty, Staff Non-Exempt Personnel” will be followed in all UTM recruitment efforts for filling regular, term, and soft money positions. Term, as defined by Personnel Policy, are those positions expected to be less than twelve (12) months.
Approval to search for qualified candidates to fill regular full-time and part-time vacancies for faculty, other academic, staff-exempt positions must be obtained prior to beginning the process of identifying candidates. Approval to search must be obtained when changing a position from full-time to part-time term to regular status.
Promotions or transfers from within an area of responsibility (department account number(s) for which an individual is directly accountable) are encouraged and may be accomplished outside the search process. Transfers or promotions outside an area of responsibility and outside hires normally may be made only through an advertisement of the position. Involuntary transfers may, however, be made to resolve personnel issues or to address budge concerns. These transfers may be accomplished outside the search process at a Vice Chancellor’s discretion and with the approval of the Director of Personnel Services and the Equity and Diversity Officer.
Supervisors desiring to execute a transfer or a promotion should contact the Director of Personnel Services or the Equity and Diversity Officer to insure that the AFFIRMATIVE ACTION PLAN is being interpreted properly.
All regular position vacancies not filled by promotion (except term vacancies) must be published by UTM’s Biweekly Position Vacancy List. Term full-time and part-time appointments are expected to be less than twelve (12) months in duration. In no case may any term appointment be changed to regular full-time or part-time status without obtaining permission to search and in conducting a thorough affirmative search.
