Professor of Military Science and Leadership


Lieutenant Colonel Lowell E. Howard, Jr. was assigned as the Professor of Military Science of the University of Tennessee at Martin in July 2015. He was born in Lexington, Kentucky, and grew up in multiple locations in the U.S. and overseas while his father completed a career in the Army. Lieutenant Colonel Howard completed the Reserve Officers Training Corps program at Washington State University in Pullman, Washington, and was commissioned in May 1995 as a Transportation Corps officer. He holds a Bachelor of Arts degree in Communication, a Master of Science in Logistics Management from Florida Tech, and a Master of Military Art and Science from the U.S. Army Command and General Staff College (CGSC) at Fort Leavenworth, Kansas. He earned the title of Certified Professional Logistician (CPL) by SOLE, the International Society of Logistics, in 2003.


Lieutenant Colonel Howard’s military schooling includes: the CGSC Intermediate Level Education Course, the Advanced Military Studies Program at the School of Advanced Military Studies, the Logistics Executive Development Course, the Support Operations Course, the Combat Developers Course, the Combined Logistics Captains Career Course, the Combined Arms and Services Staff School, the Surface Deployment Planning Course, and the Transportation Officers Basic Course.

His awards include: the Bronze Star, the Defense Meritorious Service Medal, the Meritorious Service Medal (4 Oak Leaf Clusters), the Army Commendation Medal, the Joint Service Achievement Medal, the Army Achievement Medal (2 Oak Leaf Clusters), the National Defense Service Medal (1 Bronze Service Star), the Kosovo Campaign Medal, the Afghanistan Campaign Medal, the Iraq Campaign Medal, the Global War on Terrorism Expeditionary and Service Medals, the Overseas Service Ribbon (2 Oak Leaf Clusters), and the NATO Medal. His unit awards include the Joint Meritorious Unit Award and the Meritorious Unit Commendation.


Lieutenant Colonel Howard is married to the former Kimberly Coulter from Los Alamos, New Mexico, and together they have three children: Melanie, Melissa, and Cameron.
